Macau’s New Tax Code – Effective January 1, 2026

The Government of the Macau SpecialAdministrative Region has announced a major reform of its taxframework. A new TaxCode has been enacted and took full effect on January 1,2026. This reform represents asignificant modernization of Macau’s tax system, aligning it moreclosely with international standards and practices.

Implicationsfor Businesses

Under the revised framework, taxpayersshould be aware of several important requirements:

  1. Tax Residence Confirmation – All taxpayers must confirm their tax residence and communication address in Macau.

  2. Designated Agent for Individuals – Individual taxpayers residing outside Macau must appoint a local agent with permanent residence to fulfill tax obligations and exercise related rights.
  3. Agent Requirement for Legal Entities – Companies ceasing business activities must appoint a local agent to manage outstanding tax matters.



LatePayment and Penalty Provisions

The new Tax Code introduces strictermeasures for delayed tax payments:

  • Compensatory interest will be charged at an annual rate of 9.75% on overdue amounts.

  • Under Article 31, members of a company’s management body (including directors and managers) may be held jointly liable for unpaid taxes.
